“ARTCo operates a fully integrated transportation network on the inland waterways. Operations consist of one of the largest covered hopper barge fleets in North America, a vast network of harbor services locations on the river system, linehaul towing vessels, and a large stevedoring operation in the gulf.” — source, 2026-10-22
A barge line earns the quoted rate per ton, so a quote that doubles raises revenue per loaded ton; low water cuts the tons each barge can carry and the barges per tow, which offsets part of that gain. Net effect depends on fleet utilisation, not visible here.
