Two administered cocoa prices, one border: the EU customs ledger will show whether Ivorian beans go to Ghana

Côte d'Ivoire pays its farmers CFAF 1,200 per kilogram for the 2026/27 main crop and Ghana pays GH¢42,400 per tonne, a gap of about 1.5 USD/kg in Ghana's favour, the reverse of 2023/24. The world price behind both fell from 10.75 USD/kg in January 2025 to 3.24 in March 2026 and recovered to 5.92 in September, and EU27 imports of beans from Ghana reached 28,083 t in August 2026 against 5,459 t a year earlier. This edition reads the EU customs ledger by origin to see which way the beans go, and who sits on each route.

Why these three series belong together

A bean grown near the border between Côte d'Ivoire and Ghana has two official prices, both fixed from cocoa already sold forward. The world price sets those forward books, the border decides which board buys the bean, and EU customs record by declared origin every tonne that lands: the first public ledger where a shift between origins can show.

What the prices did

The World Bank cocoa price was 10.75 USD/kg in January 2025 [F1], fell to 3.24 in March 2026 [F2] and recovered to 4.40 in June [F4] and 5.92 in September [F3]. The wedge opened on 4 March, when Côte d'Ivoire cut its mid-crop price to CFAF 1,200/kg from 2,800 while Ghana kept GH¢41,392 per tonne. The Conseil du Café-Cacao kept 1,200 for the main crop on 1 September; on the 25th COCOBOD set GH¢42,400, 71.18% of realised FOB, under a law guaranteeing at least 70%: about 3.62 USD/kg against 2.09.

The Ivorian price lags by design: the Council sells 70 to 85% of the crop forward and pays farmers at least 60% of the reference. CFAF 1,200 implies about 3.48 USD/kg, inside the March to June spot range [F2][F4], when the book was sold, and 2.44 below September [F3].

What the EU ledger shows

EU27 imports of beans from Ghana were 28,083 t in August 2026 [F5], against 14,409 t in July [F8] and 5,459 t a year earlier [F6]; the monthly mean since January 2025 is 17,040 t [F7] and the high 39,640 t [F9]. Côte d'Ivoire barely moved: 40,606 t in August [F13] against 36,405 t [F28], 41,011 t in July [F29] against 43,353 t [F30], mean 51,228 t [F14]. Ghana's August share of the two origins was 40.9%, against about 25% on average.

Unit values follow contract vintage, not spot: Ivorian beans went from 7,818 EUR/t in January 2025 [F22] to a peak of 8,656 in October 2025 [F19] and 5,075 in August 2026 [F20]; Ghanaian beans fell from 5,188 in July [F25] to 4,317 in August [F21] while the world price rose.

The border: reported, not measured

On 30 April 2026 COCOBOD told Reuters that Ivorian beans were being bought with Ghanaian licensed buyers' funds in four border regions, the reverse of 2023/24, when it estimated that 160,000 t had left Ghana. The direction is reported; the volume is not measured. Customs record declared origin, so an Ivorian bean sold through a Ghanaian buyer enters the EU ledger as Ghanaian.

The mechanism, and what else could explain it

Hypothesis · The simple reading: a positive wedge pulls beans east, as a negative one pulled them west in 2023/24, some reaching Europe as Ghanaian. The price gap and its incentive are already public; only this reading of the EU ledger by origin is new.

Hypothesis · The August jump is better explained by Ghana's own crop: about 760,000 t were delivered in 2025/26 against a 650,000 t projection, with arrears to buyers delaying shipments. For 2026/27 the Cocoa Marketing Company forecasts 470,000 to 620,000 t, enough for roughly 12,500 to 16,500 t a month into the EU in November and December.

Hypothesis · A late Ivorian main crop is the third force: the Council expects about 900,000 t at its ports from October to December against 1.1 million a year earlier and a crop eight to ten weeks late, so Ghana's share can rise without a bean crossing. Buyer cash is the fourth: the first commercial paper tranche, GHS 3.39 billion, buys about 80,000 t.

Who sits on this chain

COCOBOD and the Conseil du Café-Cacao set the two prices and sell the crops forward. Cocoa Capital raises the paper that pays licensed buying companies such as PBC. SACO, Barry Callebaut's Ivorian grinder, and Cargill's Abidjan plant buy at CFAF 1,200; Barry Callebaut, Cargill, Mondelēz and Ferrero land beans from both origins in Europe.

Hypothesis · Deduced: ECOOKIM's 32,000-plus Ivorian producers sell at CFAF 1,200 while a bean within reach of the border fetches about 74% more; Kuapa Kokoo's members gain on their own beans; the Port of Amsterdam sees its origin mix shift; Ecuador's exporters, through ANECACAO, compete at market-linked prices; EU deforestation rules from 30 December 2026 make an untraceable bean harder to land.

A conditional sensitivity, not a forecast

Scenario · As a scale only: an assumed 160,000 t, the 2023/24 precedent, crossing east at the September wedge of about 1.53 USD/kg would carry about 246 million USD of extra farmgate value, roughly 15 million USD per 10,000 t. Who captures it depends on who buys, finances and holds the contract.

What would change this reading

Hypothesis · EU imports from Ghana in December 2026 at or above 20,000 t, against 16,142 t a year earlier [F10], would exceed what its own forecast crop supports; below that, Ghana's crop is enough. COCOBOD's graded-and-sealed purchases ahead of the crop forecast would say the same. Ghana's pooled November–December share, 33.0% a year earlier [F12][F10][F18][F15], is weaker: a late Ivorian crop lifts it alone. Ivorian unit values below 4,000 EUR/t by January, from 5,075 in August [F20], would confirm forward books set landed cost.

What to watch

Open hypotheses

HypothesisConfidenceHorizonStatus
If the farmgate wedge of about 1.53 USD/kg moves Ivorian beans east during the main crop, EU27 imports of cocoa beans from Ghana in December 2026 reach at least 20,000 t, the top of what Ghana's own 470,000 to 620,000 t forecast crop supports (16,142 t in December 2025), with COCOBOD's graded-and-sealed purchases running ahead of that forecast; the December figure is due in the Comext release of late February 2027.LOW2027-02-28OPEN
If the Ivorian main crop runs eight to ten weeks late, as the Conseil du Café-Cacao expects, EU27 imports of cocoa beans from Côte d'Ivoire in December 2026 fall between 20,000 and 40,000 t, below the 51,228 t monthly mean since January 2025, whatever happens at the border; a December figure above 40,000 t would mean the crop was not late enough to move Ghana's share on its own.MEDIUM2027-02-28OPEN
If the World Bank cocoa price stays at or above 5.5 USD/kg through December 2026, the EU import unit value of Ivorian beans still falls below 4,000 EUR/t in at least one month from November 2026 to January 2027, because those beans were sold forward near a reference of about 3.48 USD/kg; unit values at or above 4,800 EUR/t in each of the three months would contradict it. January 2027 is due in the Comext release of mid-March 2027.MEDIUM2027-03-31OPEN
