Drought · India, Gangetic rice belt / West Bengal, India / Bihar, India / Thailand (Bangkok export quotation) / Viet Nam (export quotation) / Benin (largest West African buyer of Indian rice in the series) / Côte d'Ivoire · 2026-10-24

India's monsoon fell short and Asian rice quotes rose, but Indian rice shipments did not fall.

India's 2026 monsoon brought 87% of normal rainfall, and only 74% in the east, while the Thai 5% export quote rose from 403 to 482 dollars a tonne between April and September and reached 494 in the exporters' weekly quote of 21 October. Yet India shipped 15.38 million tonnes of rice in January to August, against 14.97 million a year earlier. A weak monsoon in the east, record stocks in the middle, and exports that did not fall.

Why these three series belong together

India ships about 39% of the world's traded rice, so a short Indian monsoon is read in Bangkok and Dakar as a question about Indian supply. Three public series carry it: rain over the Gangetic rice belt, the Thai 5% export quote and India's monthly rice exports. Side by side, they show where the chain holds and where it breaks.

What the rain did

IMD closed the season at 87% of normal, East and Northeast India at 74%, the lowest since 1901. Rain ran 35% below normal in June [F7], 1% above in July [F8], 16% below in August [F9] and 8% below in September [F10]. The CHIRPS Gangetic box summed 1,174.6 mm over twelve dekads [F1], opening with 44.7 mm [F2] and dipping to 52.6 mm in mid-September [F3]; the eastern box summed 1,338.3 mm [F4], from 92.8 mm in early June [F6] to its driest dekad, 79.4 mm, in late September [F5]. The boxes are fixed rectangles reaching into Nepal and Bangladesh, not IMD regions.

The sowing gap was southern: on 4 September rice area was 3.7% below 2025 but 2.4% above normal, with the largest losses in Karnataka and Telangana.

What the quotes did, and Thailand's own reasons

The Pink Sheet Thai 5% quote went from 403 dollars a tonne in April [F11] to a peak of 494 in June [F12] and 482 in September [F13], against 374 a year earlier [F15]. Vietnamese 5% rose from 352.9 [F16] to 418.5 [F17]. The Thai exporters' weekly quote reached 494 on 21 October.

Much of that move is Thai and Philippine: Philippine stock-building, a Philippine halt on import clearances from mid-September, Thai floods in early October, and a Thai loan scheme keeping up to 3 million tonnes of paddy off the market. In early October USDA had Thai quotes down 24 dollars on weak sales while Indian quotes rose 10 to 384. The series co-move; they do not show that India moved them.

What India shipped

Monthly loadings ran from 1.88 million tonnes in January [F33] to 2.37 million in February [F19] and 1.90 million in June [F20], then eased to 1.52 million in July [F21] and 1.60 million in August [F22], close to 1.66 [F24] and 1.63 million [F25] a year earlier. The record's low is 1.46 million in November 2025 [F23]; December 2025 was 1.89 million [F31]; the mean is 1.86 million [F26]. Through August, the data contradict a monsoon-driven fall in shipments.

Non-basmati white rice was 20.7% of 2026 tonnage, parboiled 40.9%, broken 8.1%; in August only broken fell. Six West African buyers took 3.57 million tonnes, 23% of the total, swinging from 673 thousand in March [F27] to 272 thousand in July [F28] and 371 thousand in August [F29], against a mean of 401 thousand [F32].

The mechanism, and what else could explain it

Hypothesis · Government rice stocks, projected at 55.5 million tonnes on 1 October, are 5.4 times the norm: a buffer, not a trigger. In July 2023 stocks stood at 1.9 times the norm and white rice was banned anyway, after retail prices rose 11.5% in a year. CPI rice inflation reached 8.25% in September 2026, from 5.89% in August; the measures differ, but the gap is closing.

Hypothesis · Other readings fit: the July and August dip matches 2025's seasonal trough; Thai and Philippine factors lifted the Thai quote; West African swings follow importer rules, such as Senegal's suspensions and Benin's licensing.

Who sits on the chain

The DGFT holds the export instrument and FCI the stock. Satyam Balajee, AWL Agri Business, Aditya Birla Global Trading and NCEL load Kakinada cargoes for West Africa, as do Olam Agri and Louis Dreyfus. Senegal's trade ministry caps 100%-broken rice at 270,000 FCFA a tonne at importer level, about 461 dollars; Côte d'Ivoire's ministry, Abidjan importer Carré d'Or and the port of Cotonou sit on the same lane. Thai exporters and Pakistan's commerce ministry compete for those buyers.

Hypothesis · Deduced: Kakinada Seaports would lose loadings under a restriction; Vinafood II, Loc Troi, Asia Golden Rice and Capital Rice would be substitute sellers.

A conditional sensitivity, not a forecast

Scenario · If the DGFT stopped non-basmati white rice again, the 20.7% of shipments under those codes would go: the July flow of 1.52 million tonnes [F21] would fall to about 1.20 million, and a December like 2025's 1.89 million [F31] would lose about 0.39 million. In Dakar, Indian parboiled at 376 dollars f.o.b. plus 70 of freight lands about 15 dollars under the importer ceiling; Thai A1 Super broken lands about 33 above it, before port charges.

What would change this reading

Hypothesis · December exports below 1,202,588 tonnes, or a DGFT notification on non-basmati rice, would mean the buffer gave way. A Department of Consumer Affairs retail rice price up 10% on the year would bring back the 2023 trigger. If Philippine clearances resume in mid-November and the Thai quote does not ease toward Indian levels, India weighs more in the price than this reading allows.

What to watch

Open hypotheses

HypothesisConfidenceHorizonStatus
If no DGFT measure on non-basmati rice is notified before 31 December 2026, India's HS 1006 exports for December 2026, released by DGCI&S around late February 2027, are at or above 1,202,588 tonnes, the monthly flow a stop on non-basmati white rice would leave on the July 2026 level.MEDIUM2027-02-28OPEN
If India keeps non-basmati rice open, the World Bank Thai 5% monthly quote stays between 418.5 and 586.3 dollars a tonne in November 2026 and below 553.28 in December 2026 and January 2027; a December or January quote at or above 553.28, 12% over the 21 October weekly quote of 494, would match the band of an Indian restriction (553.28 to 612.56).LOW2027-02-10OPEN
If India's total rice exports stay at or above 1,202,588 tonnes a month, its shipments to Senegal, Côte d'Ivoire, Benin, Togo, Ghana and Nigeria stay at or above 271,944 tonnes, the July 2026 low, in each of October, November and December 2026, because Indian broken and parboiled are the grades that land under Dakar's importer ceiling; a month below that floor with Indian totals above the line would point to importer-side rules rather than Indian supply.LOW2027-02-28OPEN
